Nvu

Nvu is an Open Source cross-platform web authoring environment that evolved from the Mozilla Composer source tree, and that attempts to provide a free alternative to Dreamweaver.

The Mac OS X version seems usable and on par with the Linux and Windows ones, which is nice. But it needs a lot of cleanup before it feels like a native Mac application.
