The Planet's Biggest Boozers

According to the BBC, the Portuguese consume 11.3 litres of pure alcohol per year, 10cl more than the Luxembourgers and pushing the Russians down to nineteenth place with a mere 7.3 litres per year.

Gossips are already pointing the finger at the government’s shameful backtracking on the maximum blood alcohol level allowed for drivers, but I’ll just ask:

Who’s got my missing 10 litres?
